Nhan Dan Newspaper: Promoting scientific research in higher education

The integration of scientific research into the implementation of requirements and objectives set forth in Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on breakthroughs in science, technology, innovation, and national digital transformation, has created a solid foundation for Da Nang.

One of the key tasks of higher education is to strengthen connections and promote scientific research activities to continuously improve the quality of teaching and learning, contributing to providing high-quality human resources for Da Nang and other provinces and cities in the region.

Currently, Da Nang city has12 universities; institutes and training faculties under the University of Da Nang (UD); as well as research institutes, training facilities, or joint training programs from universities located outside the city. Among these, UD has the largest intellectual workforce with over 2,566 staff and public employees (including 142 professors and associate professors, 792 PhDs, and 1,074 master's degree holders). The proportion of lecturers with a PhD or higher degree accounts for over 48.24% (high rate compared to the national average of approximately 33%).

Scientific research is an activity of particular importance for the sustainable development and international integration of the University of Da Nang (UD). The average budget allocated for this activity is 70-80 billion VND per year. This methodical, strategic, and clearly roadmap-driven investment has become a lever, promoting the scientific research and innovation movement among member schools. It also contributes to creating a dynamic, creative academic environment and fostering innovative thinking in teaching.

Leveraging its strong team and the synchronous, modern investment in facilities, UD has significantly focused on developing science and technology activities. These efforts are closely linked to technology transfer, application, and innovation, all aimed at serving the community; many projects have been conducted at the state, ministerial, provincial, city  and equivalent levels. The number of scientific works published in prestigious international journals (WoS, Scopus) has consistently and rapidly increased year by year. The average annual revenue from scientific research transfer reaches approximately 50 billion VND.

Besides this, UD emphasizes cooperation with local authorities, agencies, and businesses to boost scientific research and apply the results in practice. According to Vice President of UD Le Quang Son, science and technology cooperation activities have significantly expanded in a practical direction to meet the needs of local communities and businesses. The number of research projects dedicated to socio-economic development is continuously increasing.

Numerous cooperation agreements have been signed and implemented with local authorities and corporations, such as: the People's Committees of Da Nang, Quang Ngai, and Kon Tum provinces/cities; Binh Son Refining and Petrochemical Joint Stock Company; Central Power Corporation;  alliances with leading Vietnamese universities for semiconductor chip training (including two Vietnam National Universities in Hanoi and Ho Chi Minh City; Hanoi University of Science and Technology; and Posts and Telecommunications Institute of Technology). Agreements have also been concluded with top universities in the region and worldwide (such as Portland State University - USA, Wakayama University - Japan, and Kyung Hee and Chung Ang Universities - South Korea).

UD and its member institutions have also developed and implemented numerous international cooperation projects, contributing to enhancing the research capacity of lecturers and staff for sustainable development and integration, examples include capacity-building projects like Digital Move, HEIsCITI, Harmony, and Soho.

Assoc. Prof. Dr. Doan Ngoc Phi Anh, Vice Rector of the University of Economics - UD, stated that scientific research is one of the two pillars in the long-term development strategy. It is implemented in two directions: academic and basic research projects and application-oriented and technology transfer research projects. During the 2020-2025 period, the university has undertaken approximately 135 research projects, generating nearly 17 billion VND in funding.

In the past three years, the university has promoted application-oriented and technology transfer projects. From 2022 until now, we have proactively developed annual reports on Da Nang's economic situation and proposed specific policy implications aligned with the city's socio-economic development orientation and strategy. These annual reports can be considered products with  practical applications, which the university has proactively and determinedly built to meet the city's policy-making and economic development requirements,” shared Assoc. Prof. Dr. Doan Ngoc Phi Anh.

Assoc. Prof. Dr. Nguyen Le Hung, Rector of the University of Technology and Education - UD, stated that as an application-oriented higher education institution, the university always prioritizes and creates favorable conditions, as well as provides maximum support for students' scientific research activities. This aims to identify, nurture, and develop creative ideas and scientific research projects with practical applicability.

The university has implemented numerous policies to promote scientific research activities, such as financial support for projects, especially those with high practical application that serve training, STEM, and digital transformation. They also recognize and encourage lecturers and students who achieve excellent results in scientific research and prestigious international publications.
