On the platform of the Alliance of 5 Higher Education Institutions (HEIs) for High-Quality Human Resource Development in the Semiconductor Chip Industry, which was established and led by the Ministry of Education and Training (MOET) in 2023 and hosted by the University of Da Nang (UD), the Announcement Ceremony for the establishment of the Alliance to support and promote training, research, and high-quality human resource supply for the semiconductor industry (abbreviated as the Semiconductor Alliance) took place on November 27, 2025.

The Semiconductor Alliance brings together nearly 30 universities, HEIs, organizations, and enterprises both domestic and international, such as: Vietnam National University, Hanoi; Vietnam National University, Ho Chi Minh City; The University of Da Nang; Hanoi University of Science and Technology; Posts and Telecommunications Institute of Technology; Hue University; Thai Nguyen University; Can Tho University; Cryptography Technical Academy; Sungkyunkwan University (South Korea); Kumamoto University (Japan); Guangxi University (China); Moscow Power Engineering Institute; Higher School of Economics; National University of Science and Technology (Russia); FPT Corporation; Viettel Group (Military Industry and Telecoms Group); CMC Technology Group; CT Group; MK Group; Nisso Group; MRIV International (Japan)...

The Semiconductor Alliance was established with the goal of promoting training, research, and high-quality human resource development for the semiconductor industry, in alignment with the spirit of Politburo's Resolution No. 57-NQ/TW on breakthrough development of science, technology, and innovation, as well as Decision No.1017/QD-TTg on the program "Development of human resources for the Semiconductor Industry up to 2030, with orientation toward 2050."

The Semiconductor Alliance is a closely connected ecosystem linking training, research, high-quality human resource development, application development, manufacturing, and commercialization of "make in Vietnam" semiconductor technology products. This is a strategic platform to unite stakeholders across the value chain, from ideation to the production and application of semiconductor chips, thereby enhancing Vietnam's position in the global technology industry.

According to the cooperation content, participating parties will connect networks of educational institutions - research institutes - domestic and international enterprises, share laboratories and facilities, support the training of source lecturers, promote technology transfer and the commercialization of research products, as well as participate in policy consultation for the Government in developing the semiconductor ecosystem.
