The University of Danang (UD) commenced the Construction of Technical Infrastructure for Sub-Project 1, funded by World Bank loans, at Hoa Quy - Dien Ngoc

 

On the morning of November 25, 2024, UD and its stakeholders coordinated the groundbreaking ceremony for the Technical Infrastructure Construction under Sub-Project 1, "Building Technical Infrastructure and Essential Facilities for the University of Danang at Hoa Quy - Dien Ngoc, loan from World Bank."

Overview of the Groundbreaking Ceremony held at UD Urban Area

Attending the ceremony were Ms. Mai Thi Anh Hong, Member of the Municipal Party Committee, Secretary of Ngu Hanh Son District Party Committee; Assoc. Prof. Dr. Nguyen Ngoc Vu, Member of the Municipal Party Committee and President of UD; Mr. To Van Hung, Member of the Municipal Party Committee and Secretary of the Hoa Vang District Party Committee; Ms. Huynh Thi Tam Thanh, Deputy Chief of Office of Da Nang Municipal Party Committee; Mr. Nguyen Hoa, Chairman of the People's Committee of Ngu Hanh Son District; Dr. Phan Minh Duc, Secretary of the Party Committee and Chairman of the UD Council; Prof. Dr. Tran Van Nam, Former President of UD; representatives from the Department of Construction, Department of Natural Resources and Environment, Fire and Rescue Police Department, Hoa Quy Ward People's Committee, and UD’s business and partner units; along with UD's Vice Presidents: Assoc. Prof. Dr. Le Quang Son, Assoc. Prof. Dr. Le Thanh Bac, and Assoc. Prof. Dr. Nguyen Manh Toan; and Dr. Nguyen Hiep, Director of the ODA Project Management Board of UD.

Also in attendance were leaders of member universities and units under UD; representatives of design, construction, supervision consultants, and other relevant organizations; faculty members, students, workers, and local residents.

Speaking at the ceremony, Assoc. Prof. Dr. Nguyen Manh Toan - Vice President of UD respectfully welcomed the delegates, representatives of central agencies and Da Nang city, localities, and representatives of contractors and local people attending the event, which is a source of motivation, making an important contribution to the success of the Project.

A representative of UD's leadership said that the Technical Infrastructure category is important, laying the foundation for the implementation of the entire project. This category includes construction bidding packages, equipment installation, supervision consulting, and project insurance.

The project's investment policy was decided by the Prime Minister (Decision No. 741 dated June 2, 2020, adjusted in Decision No. 1060 dated July 21, 2020). Based on the investment policy decision of the Prime Minister, the Minister of Education and Training approved Subproject 1 (Decision No. 3760 dated October 29, 2021) with a total investment of over 117 million USD (equivalent to over 2,767 billion VND).

The leaders of the UD expressed confidence and hope that, with the capability, dedication, and responsibility of UD’s ODA Project Management Board, along with the active participation of carefully selected contractors, supervision consultants, and insurers through a rigorous process, and the regular oversight of the World Bank, the projects commenced today will be completed on schedule. They are expected to meet technical and aesthetic standards, ensure occupational safety, comply with environmental protection regulations, and lay a solid foundation for the implementation of subsequent components of the project.

The leaders of the UD affirmed that, as the Investor, UD will make every effort to coordinate closely with central ministries and agencies, local authorities, the World Bank, and relevant entities. UD will regularly inspect, supervise, and urge the ODA Project Management Board and contractors to ensure effective project implementation. Emphasis will be placed on upholding responsibility, strictly adhering to legal regulations on construction investment, and ensuring absolute occupational safety, environmental sanitation, and social welfare.

On this occasion, UD leaders expressed sincere gratitude for the dedicated guidance of the Ministry of Education and Training, central ministries and agencies; the leadership of Danang City and Quang Nam Province; the Party Committee and People’s Committee of Ngu Hanh Son District, Hoa Quy Ward; as well as departments, branches, and agencies of Danang City. Special thanks were extended to the local residents in the construction area for their support, cooperation, and consensus in handing over the site, thereby creating favorable conditions for the project’s implementation.

According to Dr. Nguyen Hiep, Director of the ODA Project Management Board of the UD, the Infrastructure Project is a Grade III construction project implemented on an area of 49 hectares within the Master Plan for UD (Hoa Quy Ward, Ngu Hanh Son District, Danang City).

The Infrastructure component, valued at over 300 billion VND for construction and equipment, is required to be the first to commence among the total of seven construction components of the project. Key tasks include land leveling (approximately 32 hectares), construction of eight roads (total length of 4,750 meters), stormwater drainage system (8,300 meters in length), wastewater drainage system (over 4,500 meters in length), wastewater treatment plant (capacity of 275 cubic meters per day and night), water supply and fire protection system (nearly 5,000 meters in length), power supply system (medium-voltage cable route of about 3,200 meters), with the modern lighting, telecommunications, and surveillance camera systems.

Distinguished Leaders with the Groundbreaking Ceremony

Upon completion and operation, the project will meet the technical infrastructure requirements necessary for the continued construction of UD’s facilities as per the approved master plan. It will facilitate more convenient and effective access to and utilization of existing facilities within the UD Urban Area, while also creating a new appearance for the entire region.

The Surveying and Design Consultant is a consortium consisting of International Engineering Consultant Joint Stock Company (INTEC) and Vietnam Industrial and Urban Construction Consultancy Joint Stock Company (VCC). The Verification Consultant is a Consultant and Inspection Joint Stock Company of construction technology and equipment (CONINCO).

The support and attention from leaders at all levels serve as a valuable encouragement, ensuring the project meets quality standards, timeline, and technical requirements.

Through an open bidding process on the National Bidding Network Portal in accordance with the current Procurement and Purchasing Regulations of the World Bank, two contractor consortiums meeting the capacity and experience requirements outlined in the Bidding Documents have been selected to participate in the construction:

(1) The consortium of DACINCO Construction Investment Co., Ltd. and VINADELTA Joint Stock Company.

(2)The consortium of Global Electrical Engineering Joint Stock Company and Minh Cuong Thinh Electrical Engineering Trading Service Co., Ltd.

 

According to the representative of the UD ODA Project Management Board, the Institute of Construction Science and Technology will serve as the construction supervision and equipment installation consultant. The consortium of PDI Project Development and Investment Joint Stock Company and Sai Gon Thang Long Joint Stock Company will support and monitor compliance with the World Bank's environmental and social policy requirements. Bao Minh Da Nang Company will provide insurance for the project.

The project has undergone proper appraisal and approval processes in accordance with regulations and procedures set by relevant ministries, particularly the Ministry of Public Security and the Ministry of Construction. It has also received enthusiastic support through connection agreements from specialized agencies under the Da Nang Department of Construction and the Department of Transport, as well as collaboration from relevant companies, including Da Nang Power Company Limited, Son Tra Power Company, Da Nang Water Supply Joint Stock Company, and Ngu Hanh Son District Water Supply Company. Thanks to these efforts, the UD ODA Project Management Board has developed designs and cost estimates that meet regulatory standards, ensuring quality for the tendering and construction phases.

Mr. Nguyen Van Hien, Secretary of the Party Committee and General Director of DACINCO Company, representing the contractors, expressed heartfelt gratitude to the leadership, particularly UD, for their trust and support in assigning this significant responsibility. He committed to executing the project in full compliance with the contract and relevant regulations, ensuring quality, progress, technical and aesthetic standards, labour safety, environmental hygiene, and fire prevention for all project components as prescribed by law.

Construction units commence work immediately after the Groundbreaking Ceremony

Sub-project 1 (with a scale of over 2,760 billion VND) is a Group A project approved by the Prime Minister, funded through a mixed financing mechanism. It includes a loan of 98 million USD from the International Development Association of the World Bank and nearly 20 million USD in domestic counterpart funding. Of this, 90% is funded by the Central Government budget, and UD is responsible for repaying and matching the remaining 10%. The project is closely guided by the Ministry of Education and Training and UD, with strict supervision by the World Bank and the collaboration of all stakeholders.

The groundbreaking ceremony for the construction of technical infrastructure, meeting the requirements of the project, holds strategic and long-term significance for the development of the UD.

The project’s investment in construction will enhance the quality of teaching and research at the UD, strengthen its infrastructure, and create a modern and advanced academic environment. These factors are crucial in achieving UD’s overarching goal of becoming a centre for education, scientific research, and technological development that meets international standards. It aims to provide high-quality human resources aligned with the socio-economic development needs of the country and the global advancements in science and technology during this new era of growth. Vice President of UD, Nguyen Manh Toan, emphasized that the project’s success will elevate UD’s stature, paving the way for its transformation into a National University shortly. This milestone marks a significant opportunity for the nation to achieve new remarkable achievements.
