The University of Danang hosted the Conference on Developing high-quality human resources for the Integrated Circuit Industry: Ready for the development of regions and the whole country

 

On the morning of October 19, Ministry of Education and Training (MOET) coordinated with 05 higher education institutions including Vietnam National University, Hanoi; Vietnam National University, Ho Chi Minh City; the University of Danang (UD), Hanoi University of Science and Technology and Posts and Telecommunications Institute of Technology organized "Conference on Developing high-quality human resources in the semiconductor chip industry from Higher Education Institution of Vietnam".

On the side of universities, institutes, and businesses, there were Assoc. Prof. Dr. Nguyen Ngoc Vu – UD President; Assoc. Speaking at the opening session of the conference, MOET Deputy Minister Hoang Minh Son said that Vietnam was facing  opportunities to develop and create a breakthrough in the semiconductor industry, including training highly qualified human resources in designing, manufacturing, and testing semiconductor chips played a very important role, especially in the regional and international context when Vietnam and the United States had just upgraded comprehensive strategic partnership in September 2023, with a commitment to promote the development of high-tech industries, including the semiconductor chip industry.

The conference was a new mark to unify and raise awareness and determination to implement plans for the entire education and training sector with the attention, investment, and creation of mechanisms and policies of the government, the active companionship of localities and businesses would promote the rapid increases in both quantity and quality of human resource training, enhancing research, application, and innovation to serve the needs of semiconductor chips industry development, contributing to the development of regions and countries as a whole.

MOET highly appreciated the initiative and determination of higher education institutions, especially 05 universities/academies having the initiative to co-organize a conference at UD and sign a cooperation agreement to form a Training and Research Alliance in this field.

At the Conference, Assoc. Prof. Dr. Nguyen Ngoc Vu – UD President expressed his honor to be chosen by MOET and universities in the Alliance to host this very important and meaningful conference.

With a  tradition of being the "cradle" of training and providing tens of thousands of highly qualified scientific and technical staff, serving the cause of Industrialization and Modernization of the country in general, In the Central area and Western Highlands in particular, UD was proud to have generations of alumni of UD- University of Science and Technology with nearly 50 years of construction and development, currently take key roles in national key projects, many of which have become leading experts in the field of semiconductor chips.

President Nguyen Ngoc Vu also affirmed that this conference was a testament to the great interest of all leaders of the "three houses" (State-School-Enterprise) for high-quality human resource training in general, serving the semiconductor chip industry in particular, showing determination to cooperate, being a pioneer to co-carry out and share resources to improve the effectiveness of training and research in the field of semiconductor chips, contributing to the development of Vietnam's potential strategic industry.

It can be said that Da Nang has a foundation, advantages, and very favorable conditions for developing IT and innovative startups, especially for the semiconductor chip industry.

UD is one of the country's major training centers, receiving concentrated investment from the Government to implement the policy and task of developing into a National University according to Resolution No. 26-NQ/TW.

Secretary of Da Nang City Party Committee Nguyen Van Quang expressed his belief and appreciation for the significance of this conference, hoping to create an Alliance of education institutions and businesses, attracting experts in high technology to cooperate in training, research, and supplying high-quality human resources for the country, including the semiconductor chip industry.

Da Nang City is committed to creating the most favorable conditions for domestic and foreign training institutions, businesses, and investors to come to Da Nang to develop cooperation and operate under many different models to contribute to the development of the country.

At the Conference, representatives of higher education institutions and businesses gave speeches and discussed many topical topics relating to semiconductor chip production as well as agreed on the importance and great opportunities to develop high-quality human resources for this industry.

At the end of the conference, MOET’s Minister Nguyen Kim Son respectfully thanked the leaders of Da Nang City, UD, higher education institutions and scientists, experts, and businesses attending the conference as a memorable day on the journey to co-contribute to developing Vietnam's semiconductor industry.

Emphasizing the two keywords "opportunity" and "high", Minister Nguyen Kim Son said that we had a "great opportunity" in the trend of shifting the international investment wave when trust and strategic cooperation could bring about sharing for mutual development in the fields of science, engineering, and technology.

If we develop the semiconductor industry, we can contribute to raising the country's position. If we can do this, we can also increase the role of the entire higher education system, bringing a new look to demonstrate and convincingly affirm that our higher education provides high-quality human resources, the foundation for high technology development... Therefore, relevant indicators such as scientific publications, inventions, development of training and research potential, and innovation will be increased to modernize the system of higher education institutions, especially for training and research schools in engineering and technology.

MOET was deeply aware of the responsibility and mission of the semiconductor chip industry, considering this industry as one of the top priority tasks in the direction of higher education, first for 2024 and the following years.

The Ministry would carefully prepare the procedure to issue plans, coordinate and support the Alliance to connect schools with training and research capacity and businesses to participate in supplying high-quality human resources to serve semiconductor chips industry development.; propose the long-term strategies to the Government and the National Assembly.

MOET would guide special regulations and circulars to attract resources, experts, teams, facilities and share training programs, including following foreign programs. MOET would create trust and legal support for universities to deploy training while perfecting conditions and ensuring quality. The communication mission needed to be deployed firstly to create unity of awareness and inspire students and parents towards this key industry with great potential and prospects.

The Alliance cooperation agreement was signed to promote potentials and strengths; unify an action plan with Vietnamese higher education institutions to promote high-quality human resource training, scientific research, and innovation to meet the development needs of the semiconductor industry; jointly propose to the Government mechanisms and policies to support and create a favorable and suitable environment and conditions to contribute to national development.

contributing to the development of region and country as a whole

With the role and mission as one of the three leading training, scientific research, technology transfer, and innovation centers in the country, UD has several member universities that train majors relating to the semiconductor chip industry such as:

UD- University of Science and Technology (UD-DUT) currently provides more than 1,000 graduates from fields relating to semiconductor chip technology (IT, Electronics-Telecommunications, Electricity, Mechanics, Automation, Advanced Science and Technology …); UD-DUT will soon open a training major for Microelectronics Engineers (starting enrollment from 2024);

UD- University of Technology and Education soon established the Faculty of Digital Technology in collaboration with Nam Long Group to invest in implementing a digital transformation practice laboratory;

UD- Vietnam-Korea University of Information Communications and Technology, has also recently promoted and announced the Semiconductor Circuit Training Program; building an IC research and design Lab (expected investment of about 10 billion VND from ODA capital funded by the Korean Government through KOICA).
