Technical support session to deploy the Evaluation System for lecturers, managers and staff under the Partnership for Higher Education Reform Project

On April 2, 2024, at the University of Danang (UD), a technical session took place within the framework of the Partnership for Higher Education Reform Project (PHER) focusing on implementing the Evaluation System for lecturers, managers and staff (KPI).

Participated in the series of events Assoc.Prof.Dr. Le Quang Son – Vice President of UD; Ms. Nguyen Thi Mai Phuong - Deputy Director of PHER Project; Prof.Dr.Sc. Vu Hoang Linh - Rector of the University of Science, Vietnam National University in Hanoi; Prof.Vu Van Yem - PHER Project Consultant.

Also attending were representatives of the PHER Project Management Board, ODA Project of UD; Representatives of the Board of Rectors, leaders and experts of departments (Personnel Organization, Educational Quality Assurance) of UD’s member universities and affiliated training units.

According to Assoc.Prof.Dr. Le Quang Son – Vice President of UD, evaluating work efficiency and performance according to KPI is one of the necessary and important activities for universities and units. The results and reliability not only help to have a basis for systematizing the assessment of officials and lecturers, but also serve as a reference channel for leaders to grasp closely and have orientation to direct aspects of administrative work, planning, fostering, improving and quality assurance of education to improve the effectiveness and efficiency of all activities of universities and units.

Vice President of UD Le Quang Son acknowledged and evaluated the efforts of leaders and managers throughout UD, including typically the University of Science and Technology, University of Technology and Education and a number of units that have taken the lead actively and proactively to have methods in order to evaluate managers, lecturers and staff.

Sincerely thanking the delegates and experts from accompanying partners, Vice President of UD Le Quang Son said, thanks to the PHER Project with advice, support and experience sharing from experts, this technical session was a good opportunity to raise awareness, innovation mindset, how to work in a professional and effective way, apply it in a practical manner, and at the same time discuss to jointly solve and promptly overcome difficulties and inadequacies in related activities.

This was also an important step to implement Circular 01/2024/TT-BGDDT stipulating standards for higher education institutions issued by the Ministry of Education and Training, positively contributing to the results of implementing ODA projects from World Bank 2024.

At the Technical Support Session within the framework of the PHER Project, delegates heard and discussed openly and frankly with an expert, Prof. Vu Van Yem shared key and useful content about: Evaluating and ranking managers, lecturers and staff according to KPI: Objectives, principles, methods, options, implementation models, etc.

Representatives of the Administrative Organization Departments of UD -  University of Science and Technology, University of Science - Vietnam National University in Ha Noi shared experiences, raised issues arising from practice to discuss and propose suitable solutions.

Previously, also within the framework of the PHER Project sponsored by the U.S. Agency for International Development (USAID) for 03 leading universities in Vietnam (UD and 02 National Universities in Hanoi and Ho Chi Minh City), UD has also successfully organized technical support sessions to deploy the system for monitoring training programs, building models and ways to spread the spirit of scientific integrity and academic research ethics.

Active activities connecting universities and units within the framework of implementing the PHER Project at UD are truly opportunities for exchange and consultation support, contributing to the development of Vietnam's higher education system in the direction of increasing sustainability, high autonomy, focusing on developing management capacity for the purpose of improving the quality of training, scientific research, innovation and promoting cooperation with businesses and the community.
