Relationships with regional NGOs and government for SDG policy 2024

The University of Danang (UD) is cementing its role as a pivotal force in regional development, actively shaping national policy and sustainable practices through high-level collaborations with both government bodies and non-governmental organizations (NGOs). The university has become a central nexus for implementing Vietnam's strategic goals, translating top-tier policy into tangible action.

A key demonstration of this was a major conference hosted by the university on November 15, 2024, focused on developing high-quality human resources for Vietnam's North Central and Central Coast regions. The event was explicitly designed to help implement the Politburo's Resolution No. 26-NQ/TW, a critical national strategy for the region's socio-economic development through 2045.

The conference brought together senior officials, including the Deputy Minister of Education and Training and leaders from 14 provinces, to foster collaboration between the "Three Houses": the State, Schools, and Enterprises. The goal was to address the region's human capital deficit, identified as a primary "bottleneck" to growth, and to provide a practical basis for new government policies, particularly in emerging high-tech fields like semiconductor manufacturing. Importantly, the discussions at the conference also emphasized the green transition, digital transformation, and inclusive workforce development—core priorities that directly relate to SDG 4 (Quality Education), SDG 8 (Decent Work and Economic Growth), and SDG 9 (Industry, Innovation, and Infrastructure).

Deputy Minister of the Ministry of Education and Training, Hoang Minh Son; President of Vietnam National University, Hanoi, Le Quan; Permanent Vice Chairman of the Danang City People's Committee, Ho Ky Minh; Former Deputy Minister of the Ministry of Education and Training, Bui Van Ga; and President of The University of Danang, Nguyen Ngoc Vu, co-chaired the conference

UD strengthened its collaboration with the National Innovation Center (NIC) under the Ministry of Planning and Investment, along with leading enterprises, to foster innovation in semiconductor and artificial intelligence (AI) industries. During the 6th Youth Innovation Festival held on October 12, 2024, UD and NIC signed an addendum to their cooperation agreement, expanding joint activities in developing a semiconductor and AI innovation ecosystem in Central Vietnam. This collaboration mobilizes multi-stakeholder resources—including governmental support, academic expertise, and private sector investment—to advance Vietnam’s innovation capacity and regional competitiveness. Through this model, UD not only contributes to national industrial priorities and human resource development but also exemplifies effective partnership frameworks aligned with SDG 9 (Industry, Innovation and Infrastructure), SDG 8 (Decent Work and Economic Growth), and SDG 17.2.1.

Beyond its direct engagement with national policy, Da Nang University is also integrating global sustainability frameworks through international partnerships. The university is an active participant in the RESODAP project, an initiative led by the international NGO Agence Universitaire de la Francophonie (AUF) that held key development workshops in 2022 (https://resodap.auf.org/en/the-resodap-project.html). This project supports the integration of Social Responsibility and the UN's Sustainable Development Goals (SDGs) directly into the university's own development plans, influencing everything from gender equality in leadership to sustainable campus management.

Assoc. Prof. Vo Trung Hung (UD) attended the workshop to reflect on the structure, format and content of a useful and engaging guide to raise awareness and provide tools to AUF member universities in their USR process.

The university is translating these high-level strategies into practical, on-the-ground initiatives. It is at the forefront of training the skilled workforce needed to establish Da Nang as a national semiconductor hub. On campus, projects like the student-run Resource Recovery Facility (MRF) serve as a living model for sustainable waste management and environmental protection.

In addition to its policy and partnership initiatives, UD also reinforced its social responsibility through education support programs. On October 21, 2024, the university organized the “Honoring Valedictorians and Empowering Students 2024” ceremony at Trung Vuong Theater, with the attendance of leaders from the Da Nang City People’s Committee and local departments. The event recognized nine top graduates from member universities and awarded 60 “Empowering UD Students” scholarships worth over VND 500 million to students from disadvantaged backgrounds. Importantly, the scholarship fund was established through sponsorships and donations mobilized from local enterprises, alumni networks, and non-governmental organizations (NGOs), reflecting UD’s proactive approach in building a sustainable scholarship ecosystem in collaboration with local authorities. This initiative demonstrates UD’s enduring commitment to promoting educational excellence, social equity, and multi-stakeholder cooperation—directly contributing to SDG 4 (Quality Education), SDG 10 (Reduced Inequalities), and SDG 17 (Partnerships for the Goals).Through its strategic initiatives in 2024, the University of Danang has demonstrated its essential role as a proactive bridge connecting government policy, industry needs, and academic excellence. Its partnerships with regional governments and NGOs have evolved beyond dialogue-into mechanisms for policy co-creation, capacity building, and sustainable innovation. By convening key stakeholders and translating national strategy into practical training and development programs, the university is not only educating the next generation but is also actively building a more prosperous and sustainable future for the entire region.
