The conference on solutions to promote Digital Transformation in the University of Danang

On the morning of February 14, 2025, the University of Danang (UD) organized a conference on solutions to promote digital transformation under the co-chairmanship of Assoc. Prof. Dr. Nguyen Ngoc Vu - City Party Committee Member, UD President; Assoc. Prof. Dr. Nguyen Manh Toan - Vice President of UD.
Attending the conference were Dr. Phan Minh Duc - Secretary of the Party Committee, Chairman of the Council of UD; Rectors of UD’s member universities; Chief of UD-Administrative Affairs Office, Chief of the Party Committee Office, senior representatives from departments, centers, institutes, faculties, of UD; Directors of departments, offices of information technology (IT) and digital transformation of UD’s member universities and affiliated units.

Assoc. Prof. Dr. Nguyen Ngoc Vu, UD’s President, stated in his opening remarks that this conference is very significant for UD, its member universities, and affiliated units, as well as primarily for each leader and manager.
Especially in the context where the Politburo has just issued and aggressively implemented Resolution No. 57-NQ/TW (dated December 22, 2024) on breakthrough development of science, technology, innovation, and national digital transformation, the conference was organized very timely, keeping pace overall, marking the first time that the entire UD discussed digital transformation with the full participation of UD’s leaders and various member universities and affiliated units.
The purpose of the conference is to evaluate the current status of what has been done, and the results achieved in digital transformation efforts, thereby identifying limitations, shortcomings, and causes, to propose timely solutions and recommendations to promote digital transformation in UD to meet the requirements in the new situation.

Dr. Cao Xuan Tuan has provided a comprehensive overview from the perspective, orientation, and legal basis according to the guidelines and policies of the Party and State, the Ministry of Education and Training, and the departments, as well as the city of Da Nang regarding the application of IT and digital transformation such as Resolution No. 03/NQ-CP; Action Program implementing Resolution No. 57-NQ/TW; Decision No. 749/QĐ-TTg approving the National Digital Transformation Program until 2025, with orientation until 2030, clearly identifying education and training as a priority sector; Decision No. 131/QĐ-TTg approving the Project to Strengthen the Application of IT and Digital Transformation in Education and Training for the period 2022-2025, with orientation until 2030; Decision No. 4740/QĐ-BGDĐT issuing the set of Indicators and Criteria for Assessing Digital Transformation in Higher Education Institutions. These are important bases and prerequisites for UD to continue implementing action programs, plans, and solutions to promote digital transformation in the coming time.

On behalf of the leadership of UD, Assoc. Prof. Dr. Nguyen Manh Toan – UD Vice President reported on the digital transformation strategy of UD until 2030, with a vision for 2035, highlighting the significance and importance of digital transformation as an inevitable trend in all fields, including higher education. This is an urgent requirement for survival and sustainable development in an increasingly connected and rapidly changing world. Digital transformation is a comprehensive step compared to computerization, requiring agencies and organizations to change their operational methods to seize opportunities for adaptation and keep pace with new technology trends.
The IT Application and Digital Transformation Strategy of UD was issued by UD President according to Decision No. 738/QĐ-ĐHĐN (dated January 22, 2024) to meet development requirements, serving as a foundation for implementing the Development Strategy of UD until 2030, with a vision toward 2045, striving to become a National University, in which the transition from a traditional university model to a digital university is aimed at creating a smart university (based on the pillars of the Fourth Industrial Revolution which are Artificial Intelligence, Big Data, and IoT), leading in innovation and international integration with an advanced university governance model.

According to UD Vice President Nguyen Manh Toan, the digital transformation strategy of UD is a timely and responsive step, in line with reality, contributing to the successful implementation of Resolution No. 57-NQ/TW, which focuses on two key areas: digital transformation in training and digital transformation in university governance.
(1) Digital transformation in training includes building online training systems, blended learning combining online and in-person training, with a focus on the online training support system (Digital learning material production center, Lab system, multifunctional IT room, virtual laboratories); organizing online courses, computer-based assessments; digital/electronic libraries and developing human resources for digital transformation;
(2) Digital transformation in higher education management includes management software for higher education institutions; online service systems and other IT infrastructures.

As representatives of UD, UD’s member universities, and affiliated units have engaged in proactive activities in digital transformation, particularly during the study and research phases to adapt to the requirements of preventing and controlling the Covid-19 pandemic. In 2024, UD has implemented a determined and synchronized approach, following the roadmap and objectives of the Digital Transformation Strategy. Some important initial results can be highlighted, such as Building and completing centralized IT infrastructure; Shared data warehouse; Management information systems (MIS), tracking graduates, and conducting surveys on student satisfaction ...

In 2025, UD will continue to review, develop, and complete its policy infrastructure (related to database standards, overall system architecture, information security, and cybersecurity…); human resource infrastructure (enhancing capabilities, improving the skills of the team, forming dedicated units for digital transformation at UD; enhancing digital skills for staff, lecturers, and students); digital infrastructure.
At the conference, the delegates listened to 02 presentations on the experience of building a training management system at UD-VKU, and the experience of creating a digital learning resource repository at UD-DUE. Through this, they shared methods, highlighted results, shortcomings, and difficulties from reality; proposed solutions and directions that align with the overall strategy of UD.

The delegates shared their perspectives, experiences, and directions, pointing out issues arising from reality; they expressed a strong consensus with the policies and strategies of UD aimed at promoting digital transformation, considering it an important and urgent task of long-lasting significance for the development of UD in general and UD’s member universities and affiliated units in particular for sustainable development.

Regarding awareness, UD President emphasized again that this conference was very important and should be organized by UD immediately after the issuance of Resolution No. 57-NQ/TW to thoroughly understand and implement.

UD President assigned Vice President Nguyen Manh Toan to directly oversee the development of the Action Program of UD so that UD’s member universities and affiliated units proactively implement plans smoothly, synchronously, and with high determination to contribute to the implementation of the Digital Transformation Strategy of UD.

UD will promote the establishment, assigning the Center for IT and Digital Learning Resources based on gathering human resources in IT from key units along with actively cooperating with related departments for implementation. UD’s member universities and affiliated units need to assign comrades in the Rectorate Board to directly oversee the digital transformation tasks in particular and the implementation of Resolution No. 57-NQ/TW in general, creating connectivity and synchronization throughout UD.
Regarding the content of the tasks, UD President gave specific instructions, and clear tasks, emphasizing the important issue of building and perfecting data, accordingly, data must be complete, systematic, scientific, accurate, and effective. Initial results such as implementing the MIS Management Information System need to be actively promoted.

UD's Personnel Affairs Department and UD’s member universities and affiliated units need to focus on ensuring human resources and selecting people with the capacity, responsibility, and enthusiasm to do community work, especially key areas such as training and scientific research that need knowledgeable and good IT staff.
