1. The Socialist Republic of Vietnam has received financing from the World Bank toward the cost of the Vietnam University Development Project at Vietnam National University, Hanoi; Vietnam National University, Ho Chi Minh City; and the University of Danang, and intends to apply part of the proceeds toward payments under the contract for “Supply and Installation of experiment and research equipment for Biomedical Laboratories under the Life Sciences Laboratory Center and the Renewable Energy, Biotechnology and Environment Technology Laboratory Center”. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

2. The ODA Project Management Unit of the University of Danang now invites eligible Bidders to submit sealed Bids for the Supply and Installation of Laboratory and Scientific Research Equipment, including but not limited to: Advanced analytical and biomedical equipment; Renewable energy technology systems; High-fidelity medical simulation robot systems; and the integrating digital infrastructure (servers, software, AV/Camera systems) for the pre-clinical simulation center. The Goods shall be supplied, installed, configured, tested, and commissioned, and training for technology transfer shall be provided at the campus of the University of Danang located in the Hoa Quy – Dien Ngoc area, Danang City, Vietnam. The expected contract implementation period is 300 days from the effective date of the Contract. A margin of preference, if applicable, shall be applied in accordance with the provisions specified in the Bidding Document.

3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB)  as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”, dated February 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Bids will be evaluated in accordance with the evaluation process set out in the Bidding Document. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 80%. This should comply with the mandatory requirements for Rated Criteria in the Procurement Regulations and for Bid cost: 20 %.

5. Interested eligible Bidders may obtain further information from the ODA Project Management Unit, University of Danang (Mr. Phung Tuan Anh; Email: banqldaoda@ac.udn.vn and ptanh@ac.udn.vn) and inspect the Bidding Document during office hours from 08:00 to 17:00 hours (Vietnam Time) at the address given below.

6. The bidding document in English may be purchased by eligible interested Bidders upon submission of a written application to the address below and payment of a non-refundable fee of VND 2,000,000. The method of payment shall be by bank transfer or direct deposit to the account designated by the ODA Project Management Unit, University of Danang, upon request. The Bidding Document will be delivered directly or sent by post upon request of the Bidder; the delivery cost (if any) shall be borne by the Bidder. In addition, the documents may be provided electronically via email upon request of the Bidder.

7. Bids must be delivered to the address below on or before 9:15 a.m., 21 August 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below: ODA Project Management Unit, University of Danang, 41 Le Duan Street, Hai Chau Ward, Danang City, Vietnam, 10:15 a.m., 21 August 2026. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.

8. All Bids must be accompanied by a Bid Security in the amount of VND 7,000,000,000 or an equivalent amount of USD 300,000.

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
